Mandatory SPKA Ruling & ACT

SPKA (Sistem Pengawasan Kebakaran Automatik) is a mandatory system under the Akta Perkhidmatan Bomba 1988 (Akta 341) and Perintah Perkhidmatan Bomba (Premis Ditetapkan) 1998 [P.U.(A) 276/1998]. It functions as a direct communication channel to JBPM for rapid emergency response and is required CCC, FC (Fire Certificate) or OP (Occupation Permit).

CCTV Requirements:
The installation of the CCTV system shall cover strategic locations within the premises as follows:
  • The front area of the premises, including an overall view from a suitably elevated angle that aligns with the building structure, for the purpose of monitoring main access points, movement of individuals, and activities in strategic areas of the premises;
  • The rear area of the premises;
  • At positions with appropriate and clear angles directed towards the Main Fire Alarm Panel(MFAP) as well as the SPKA.
*CCTV is not mandatory and building owners may opt out of the program in writing to Bomba.*

What are the requirements before a site visit?

Before the scheduled site visit, please ensure the following are available:

  • Buku Operasi Bomba
  • Cause & Effect (C&E) Matrix (for addressable fire alarm panel systems)
  • Proposed location for the SPKA unit
  • Person-in-Charge (PIC) – at least two representatives from the building management
  • Fire alarm panel supplier / contractor details

What is the Buku Operasi (Bomba)?

The Buku Operasi Bomba is a fire safety record book or document maintained for the building. It typically contains:

  • Building floor plans
  • Fire drill records
  • Fire safety maintenance records
  • Previous BOMBA inspection reports

What is a C&E Matrix?

A Cause & Effect (C&E) Matrix is a table that shows the relationship between inputs and outputs in a fire alarm system.
For example, it indicates which system outputs (such as alarms, shutdowns, or notifications) are triggered when a specific fire alarm input occurs.
This document is normally provided by the Fire Alarm System supplier or contractor and is only applicable for addressable fire alarm panel systems.

What are the requirements before installation?

Before installation, the following must be prepared at the site:

  • AC power supply (240V)
  • Internet connection via LAN cable
  • Signal output from the Fire Alarm Panel

How is payment made?

Payment must be made through the BombaPay and a link will be provided to you.

When will the contract be issued?

The contract will be issued after the site visit has been completed.
Once issued, the contract must be signed and returned within 14 days.

What is the size of the SPKA unit?

The approximate size of the SPKA unit is 20 cm x 30 cm.

What is the length of the GSM antenna cable provided?

The GSM antenna cable provided with the SPKA unit is approximately 3 metres in length.

Is CCTV required for SPKA?

CCTV installation is not mandatory for SPKA implementation.
However, it is recommended as it may enhance the monitoring and overall functionality of the system.

Do I need to replace my existing fire alarm system to install SPKA?

Yes. This implementation requires the installation of a new SPKA system, and previously installed SPKA systems cannot be utilised for this implementation.

How long does the SPKA installation take?

The installation of the SPKA unit typically takes approximately 1–3 hours, depending on site conditions.

Will there be any maintenance required after installation?

The SPKA unit is continuously monitored online. In the event of any issues, our technical team will arrange a visit to the site.
Scheduled maintenance will be conducted once a year, typically during the renewal period.

Is the cost for the SPKA system to be borne by the tenant or the landlord?

The landlord, as the owner of both the property and the system infrastructure, is usually responsible for this cost.
